OMG!...Running a 6950 with a Dual core is APPARENTLY a HUGE bottleneck...So as DarkAngel said.....get your gpu along with your cpu+mobo upgrade, which should most likely be an i7 2600k + Asus P8P67 mobo (Only if your budget allows)
 
What are the most important points when selecting a graphics card out of the below mentioned points??

Processor cores
Graphics clock
processor clock
Texture fill rate (gtx285 has a higher fill rate than gtx 460)
Memory clock
memory interface width
Stadard memory config

Review charts. Whether it has good performace per watt and performace per rupee. Your budget and config :P Keep it simple ;)
