CPU/Mobo H55 mobo - weird USB issue

One of my friend have got a new system from wipro having a Foxconn H55MXV mobo, i3 proccy and 2gb ddr3 ram. Now the problem is that his USB ports are not working both in windows as well as in BIOS, even mouse aren't detected. I have tried reseting the BIOS and removing the CMOS battery, but no success.I noticed then when the CMOS battery is removed, the USB ports works normally.Anyone faced this issue, please help me to sort this out.Also i saw one Inte ME Jumper, whats this?TIA

You can run the system without cmos battery ? (pardon my ignorance wasnt aware this was possible) Maybe since putting in cmos battery is leading to issue simplest to check with another first.

You need the CMOS battery else it will never remember the BIOS settings.

You tried another CMOS button cell.

Yeah, currently i am doing that, but still the date/time matters

^ ok mate will give it a try, but can that be the problem. I have checked the battery voltage, its ~2.75V
 
Give try to CMOS battery, update BIOS, chipset drivers, USB controller of MB might be damaged. Why not get it fixed in wipro warranty?
