If you want to blame it on a region then blame India. Have you considered the possibility that these crimes happen everywhere but come out in the open more in Haryana? It is definitely happening. In many parts of the country, such crimes don't even come out in the open. time to time from various parts of the country we get news of of women/children being raped for years altogether and forced into silence using threats.

If its all about the mentality of the people, then its the mentality of our country men at large that is at fault.

- For us a crime is not a crime unless you are caught. So, as long you are not caught, everything is fine.

- If somebody commits a crime and does not get caught. Its alright to commit the same crime and you have every right to whine if you get caught and demand that you should not be punished on the grounds that the other person was not punished.

- Everything is the fault of someone else. If there is high crime rate, blame it on the north Indians or the south Indians or Muslims or anybody else can be attacked as a group. If you are too lazy to get some job, work hard and grow up in life, then blame somebody else for taking away their jobs. If there is a terrorist incident, it is not our negligence, indifference, incapability and corruption that allows a terrorist to freely move across borders, procure equipment and help in the country to plan their attack's. No.. but our country goes and whines before UN like a 3 year old kid putting the blame on Pakistan or Bangladesh without even starting to bother to do an investigation that would help prevent repetition of such incidents.

there was a show at 9pm on ndtv on this. 2-3 of the khap panchayat guys were in discussion with the anchor (Ravish) and the audience. They were like fundamentalists and got angry at everyone when people questioned the basis on which they gave such a stupid judgement. unbelievable.

I think you missed the Satyamev Jay ate 1st episode where Aamir Khan clearly points out fallacy in system from the basics.
That episode is related to aborting female foetus for sake of boy child & outcome is below :
Currently gender ratio in Haryana is worst in India 600/1000. So there is huge shortage of girls for even genuine marriage. Male's age for marriage goes to even 40 because of difficulties getting a girl. Also nepalese, East Indian girls are being bought/sold as wives. So female partner has no right to save herself from being raped by several family members (brothers use common wife).
How a normal girl / woman will be safe in that society?

^^ All of those factors are not reasons, they are excuses used by weak people to justify/explain their actions. These arent the basic flaws.
 
There is no denying that whoever is victimized is wronged but what makes it worse is when instead of punishing the guilty certain members of the society give vague reasons to justify the act or try to bring in laws to further victimize the victim.
