I will recommend 4080S over 7900XTX easily because RT matter at this performance class & DLSS upscaling is superior. 16GB VRAM should be good for 4K textures, at least till PS6 launch.

But if you are thinking of buying a high end GPU, can decide to wait for RTX 5080.

Monitor - 4K 144Hz options like Samsung G7 & Gigabyte M28U costs around 40-45k, wait for upcoming sale on amazon for monitor deals
 
How important is ray tracing for the gaming experience?
For 1L+ GPU, very important. For anything cheaper, ignore it. Games are unoptimised, so the extra performance of 50-60k GPUs over its predecessor doesn't help at all to be able to afford RT.
