PC Peripherals Help Needed: Building an HTPC with available parts

Hi guys, need the combined expertise of TE.
as the title suggests, wanna build an HTPC.

Components/ Services Available (all taken from a 3yr HP media center PC)
1. 42 inch Samsung LCD
2. Intel Pentium 4 Proc + Mobo
3. DVD Writer
4. TV Tuner card (Aver media)
5. SMPS (300W I think)
6. TataSky connection
7. Philips 5.1 speaker system
8. HDMI to HDMI cable
9. Sapphire 4670 512 mb GDDR3 with HDMI output
10. 1.5 Gb DDR 2 Ram

Help/suggestions on wat additional components are reqd
1. Enclosure
2. Is the proc good enuff?
3. Keyboard and Mouse
4. Is Ram enuff?
5. 500 GB HDD
6. Shud I go for a LG Blu Ray drive??
7. Additional software required apart from OS
8. OS: Vista or XP or Win 7

Budget: Max 10-12 K without Blu Ray
