If you don't care about your money then go for the new one, otherwise use this combination it does not matter too much, and to get a good performance use 64 bit operating system, I think as you previously have only 2 gb of RAM so you may installed 32 bit of operating system, may be 32 bit now can not give you extreme performance.
 
I know but still the performance was good with 2GB and 800 MHz then now's 4GB and 667MHz

Which apps are you using? Can you measure the performance of these apps before/after the RAM upgrade?

More RAM means less disk thrashing. But if you weren't facing performance issues with 2GB RAM, your apps are very light on RAM.

64-bit has nothing to do with "extreme performance".

It will only allow him to access more RAM.
 
I am using 64 bit Windows 7. I use this PC for casual work like surfing, songs, videos light gaming etc. I notice that Firefox and similar applications take a little more time than before.
