CPU/Mobo Help- Random CPU temperature spikes

A strange issue has been happening for some time with my CPU. I have an Core i7 860 CPU running with its default cooler. My CPU temp randomly jumps up to 99 degrees (TJ Max) and causes the system to shut down. I have no idea why this is happening. There is no particular task that causes this- I may be browsing or playing a game or working on a Word document. It is just random with absolutely no pattern.
The only hardware change that I did recently was change the power supply. I'm unsure if it could be causing this issue.

Any thoughts, suggestions, troubleshooting steps in resolving this issue would be most helpful.

@4nd3r50n buy a cheap third-part thermal paste, take off the heat-sink apply it and reseat the heat-sink.

This should solve the issue, if it does not "you know who to call."
