CPU/Mobo Help with fixing 00 debug on Thermaltake The Tower

Hi TechEnclavians

I desperately need personal Help how to fix or understand the 00 debug error on my Asus Z97 Deluxe Motherboard.

My System Build today is - Thermaltake The Tower 900 Snow Edition with 10 fans;
Liquid Cooling (Water) LC Solution Coolstream SE (2 Radiators for CPU & GPU);
Intel i5-4690K;
GTX 970; Seasonic SS850 KM Gold;
32GB RAM - G.Skill 2400 Mhz;
Samsung SSD 850 EVO 500 GB; 6 TB Storage; NZXT Hue+ Monitor

The above system was handed over to me in Dec 2021 by my nephew as he went abroad (minus the Hard Disks) and all was working well till a few days back and he is physically not available today.

WHAT OR WHERE IS THE PROBLEM
1. Motherboard
2. CPU
3. Graphics Card
4. PSU
Most Importantly - How do I drain or Flush out the LC Solution Coolstream SE Liquid Cooling (which has not been touched for over 4-5 years) and to understand the 00 debug error.

I am will to pay any enthusiast who has the experience to identify the problem who can visit me in Mumbai and suggest what solutions - like replacement of any components etc.
