are these plates a must now?should i be getting these plates from the RTO or the normal shops?

but i have few Q's

5 months back i bought these plates for my Santro,i did some searching and found that UTSAV makes them,but i got it done from another place here in cochin,my Q is,are UTSAV governments official makers?how can i know that i have the genuine one?
