You have 3 options
1. Going with Google Enterprise close to $2/month per user - also called Google Workspace.
2. Going with Apps (most are paid) that allow Kiosk mode - see Hexnode.
3. Go for custom solution - like one followed for Nexus 7.

Bigger ones include Airwatch, MobileIron, and Intune.
