I think we should consider the complete aspect of the chapati for it to be called as ideal:
1. Diameter
2. Thickness
3. Fluffieness( i.e. air filled or flat)
4. No. of black spots (as already asked)
5. Amount of dough taken to make it.
6. Time taken to cook it.
7. Protien content
8. Carbohydrate content
9. Vitamins/minerals(if any) content
10. Of course the water content.
11. more.. more.. more..

Guys don't forget this is thechEnclave. Don't just deal with one of the aspects like an ordinary person but be complete and clear with all the aspect to come up with the best solution like a true techie.
