How much does web and graphic designer freelancer charge in india per hour?

I am a freelance drupal developer (just started 2 months back)
I mostly have fixed price projects.
But had 2 hourly projects and had bid $10/hour. (Since i am not that experienced) and I got selected.
But people do charge upwards of $15. even $25 in some cases.
But yes those are usually small firms working on freelancing websites.
 
Anywhere between Rs. 200 to Rs. 500 an hour for Indian clients ... for overseas clients you can go upto $25 an hour... the extremely well established ones can go upto $35-45 an hour

Focus on graphics and overall design of the website

Please share with me if you find anyone. Are you aware of any good websites where we can find "good" web designers who are master of UI & php stuff.
