0-20k How much should I pay for this config??

I'm getting a deal for 3 year old rig, which has:
- Intel Q9550 Processor
- Intel DG45ID motherboard
- Western Digital 500 GB HD (@7200 RPM)
- Zotax 9600 GTX
- 4 GB DDR (2 x 2GB)
- Local PSU
- LG DVD R/W
- 2233sw Samsung (22")

My queries are:
1. How much ideally should I pay(min/max range)?
2. What use-cases(apps) I'll lose comparing to 3rd-4th Gen Processors ? (No Gaming Addiction)
3. And any thing, if you would like to mention generously.

This processor was released around May 2008, this is a much more than 3 year old config. Having said this, you are unlikely to lose any use case completely. Email , facebook, browsing, downloading, office, movie watching, photoshop, not very fast video editing, all should work satisfactorily at around 1920x1080 resolution.

If you plan on using this for a long time and your requirements will not rise, just get more of DDR2 RAM soon as it will rise in prices as DDR3 has come into mainstream and industry has started talking about DDR4. I'd say 2 more GB will suffice, make it 4 to be really safe. This is because application / OS developers have started assuming availability of more and more RAM for good performance. Needless to say, you will need a 64 bit OS to use it well.

As soon as possible, upgrade PSU to some good one (around 400W PSU , check http://www.techenclave.com/community/threads/the-ultimate-power-supply-thread.120356/), and you should be set for 6-7 years barring accidental damage to your hardware.
