How much would a city wide lan network cost[No Internet Required]

Sounds a bit crazy I know but I always thought about it and this idea got triggered again recently when I read somewhere about how somebody from Churchgate got connected to his friend in Bandra.
I mean if leased line circuits are possible then these cable guys could easily use their existing network to connect a bunch of people and charge them monthly for the lines?
Does such a service exist?
Can something like this be possible?
 
Leased line/VPN or other custom thing will be fine if you want to connect to Geographically dispersed location....
VPN will cost you the lowest, but then it depends what kind of transfer speed are you looking for, higher the speed the more you pay....

MTNL is the cheapest if in Mumbai i guess........
Distance between 2 nodes max 5km price slab per annum....
2 Mbps - 17016
8 Mbps - 59556
34 Mbps - 108902
45 Mbps - 666798
155 Mbps - 1787528


And other charges....

previously i also had the same facility... but it stopped since the cable guy installed some cisco switch & blocked the lan connections... :(
