If you can, use Airtel fiber. They have static ip as an addon even for the residential connections, routers can be put into dumb bridge mode (and use your own router), you can even use the generic xpon sfp modules and eliminate their router altogether (using proper vlan tag). In my experience they've been remarkably stable, but ymmv.
