How to call the '8' series mobile numbers?

Is there something wrong in DOCOMO Sim
1. the phone regularly gets stuck/hang
2. Very bad Signal reception
3. whenever i turn my mobile to flight mode and return to normal the signal never returns and i have to restart my mobile
4. Once the signal goes it never returns until the phone is restarted
5. Battery hogging Sim. battery gets depleted faster

Finally got the DoCoMo SIM. Only the first few tries on the first day was a hassle to get through. Now its fine. I had forgotten to register for the DND and it's SOOOOOO.... annoying when you get those effing calls twice within a span of an hour morning, noon and evening
