The problems that you mentioned with the HTC TYTN II was not because of Windows Mobile but caused due to the processor(Qualcomm MSM7200). No manufacturer(HTC, LG etc) licensed the graphics drivers from Qualcomm(the manufacturer of the chip) and so phones based on this processor had a lot of graphics problems like choppy video playback and unresponsive interface.
The HTC P3400i has a really old processor which is hardly suitable for playing back processor intensive video compression codecs like XVid or DivX.
For playing back Xvid or DivX files smoothly, a high performance processor like the Marvell Xscale 624Mhz processor found in the Samsung i780, Asus P750, Asus P552w glide is required.
