^ [OT] Why not buy a Sempron64 2600 and overclock it? Should be within your budget, supports 64-bit capability and overclocks quite a bit. (only downer is the slightly low 256K L2 cache) [/OT]

Too bad u dont get those S939 sempron's freely in retail, those would have been a nice choice otherwise and u could have got a new one in that budget.
 
A 3000+ Venice (0603DPMW) easily goes to 2.6 Ghz, I last checked it 3 weeks ago and was quoted 5.5K in Hyderabad, U cud try for that :D.
