Indians welcome and should welcome all foreign technologies befitting the country (just like how USA import H1B visas).
Only problem is about control the country and it's people have on the imported technology like design change control, long term maintenance cost, propensity for massive corruption, etc. etc. Indian ministers need not be kowtowing other countries' ministerial office to get things done on trivial requirements.
Ultimately, its about cost effectiveness, control, how it benefit people.
Also from political perspective, the make belief that it was fully indigenous technology when country have to wait in queue to get design approved. With national level monies being discussed to get a toilet and pantry design approved.
Anybody can see the disadvantages here, if he is not blinded by politics or self interest.
