I smell Surveillance
Depends on whether it is a government pre-requisite to share data. The browser which won the challenge is from Zoho which at least has a good track record of software development. The browser itself is already available.

The unfortunate part is that it is still a Chromium clone.

I doubt it will gain much traction. Most people in India use chrome. Only people who require privacy or ad-free surfing use different browser.
This is just from my perspective.

What is Zoho? Everybody talks about it but not explain me what is meant by it?

I use this browser and its alright, but its updater is broken and requires manual updates on a regular basis. I've reported it, multiple others have reported it but they haven't fixed it yet.
 
Gov will provide Laptop/Mobile to be used with this browser (made in india = installed in India but made in China)

Alternate

Ban all other browsers so people will have no other option
