The main problem with Indian Govt. & its departments is that they want their work to be simple & easy. They don't care if it'll create problems for the public.

Perfect..this sums it up. Instead of ensuring that networks are secure, they just want to make sure someone can be put in jail.

Regardless of all these rules, the average broadband user will surely continue to leave his n/w unprotected.
 
This law is not for the security reason but to put you in trouble, suppose if you are charged for downloading illegal stuff then you can´t give any excuse like may be someone else was using it over the wifi :p note <The Subscriber is fully responsible if any kind of illegal/anti social activities made through his Internet connection.>
