yea it is jb with os 3.1.2

Last I remember iPhone Tunnel Suite allowed that.

Also PDANet can be used. It should be available on Cydia. You would need to download their client on your pc first though.

Found one more method. just enable tethering on iphone using unlockit.co.nz and then vista wil auto detect network.. bingo..
