Graphic Cards Is RTX 4080 significantly better than RTX 4070?

Yes it is. 4080 and 4090 are True 4K gaming GPU while others are not.

But if I prefer higher refresh rate like 90-120 fps, and willing to notch down the resolution to 1440p, would a 4070 suffice or I have to get the 4080?

Using 4070 fe with in my 4k oled tv. I can play every game in medium to high setting till now. If u want more fps you can always use dlss.
A 4070/4070 Super/3080/3080Ti are 1440p (Ultra) cards in today's landscape. You can do 4K with them but at lower settings. 1440p will get you a high(er) refresh rate experience.
You need 3090,3090Ti, 4080 and the Guru of all - 4090 for true 4K gaming.

I have seen 4070 for 53-54k as well, new. Used 4080 for 87k is ok, but depends on remaining warranty. Maybe just buy new for 1 lakh?

Performance wise the below numbers should be enough to see the difference. Now depends on how much you are willing to spend. Say with 4070 Super under 60k & playing games at 4K DLSS quality (so 1440p rendering, then upscaling) will look almost as good as native 4K. A friend of mine has a 2080Ti rig with LG 4K OLED TV. He had been playing games at 1440p for the higher fps & prefers it over native 4K gaming, say playing at 4K med vs 1440p high/ultra. DLSS is good at higher resolutions. So take a call on what you want from the GPU as well.

I think I have found my sweet spot with RTX 4080 now with all the info (as 4070 Ti new @75-76k vs. 4080 used @83-85k), considering 4K@60fps for 1-2 years without worrying and QHD@60fps+ for the next 5-6 years, pretty much assured. But I cannot justify spending 20-22k more to buy a new 4080 vs used one. Thanks for all the help guys.I have seen 4070 for 53-54k as well, new. Adding a little context. There is a FSR mod available, which enables FR3 framegen on 3000 series nvidia cards . I used it with my 3080Ti to get ~100 fps with RT on all the popular titles. I typically use DLDSR + DLSS + Framegen mod to get a great high quality & high FPS gaming experience on my 1440p monitor. It does require a bit of tweaking so if you have the time you can explore this option.

That one new RTX 4080 that Vedant is selling is 1.10L, used is 85K, that's 25k difference bro. Most of the places have it for 1.15L (PrimeABGB, MD)/ Already stretching far from a 4070 budget.

Oh, that's considerable But why lose warranty? RTX 4080 came in 2023, so anyway warranty is there for 3-4 years
But I think that used one was a May 2023 billed, so that's like 9 month less. I wouldn't have bought it, given that it's loosing so much for just 15K.
Yeah, if it were selling for like 82k or somewhere round that ballpark, maybe one could have taken a chance.

Am posting here cause curious, why are these "Ti SUPER" cards there on the market? Aren't 3 versions of a card already a lot? What is this trying to achieve?

I don't want to lose the DLSS 3 Frame Generation that is only there with RTX 40 series cards. Also, you are contradicting your point on Warranty now, with the 30 series I will lose 21-24 months of warranty vs 9 months with a used 4080; this also in exchange of 15k savings (RTX 3090 @70k vs RTX 4080 @82-85k). Thanks for trying to help but I sense a lot of contradiction in your suggestions.
