I am using the NZXT tempest for almost a year & I didn't find the fans loud at all.
Even if you keep the case open , you will not hear any sound at all.

LOL anyday! I was told Adda was the OEM for LiLi fans. Quite possible the Lancool models use them as well.

How about picking up the PC-A70F for sale in the market section; that should be clearly superior to any of the options here and still close to your price range.

That's good to hear . Cause I read a lot of reviews and they said the fans were loud and the reason why I didn't go for them.

I agree the the fans offered by Tempest EVO are of real value. But NZXT does miss out out on quite some features that CM 690 II Advanced offers.

+1 to what The Sorcerer mentioned about the CM690 case. Not sure how much the CM690 II varies in build material. But post ~17months my case has gone down the cra$$er. It was 'never' tooless, I used course screws to fix in the VGAs and HDDs. The front grill has started to rust and within three months I threw out all the default fans. Also removing the top cover is pure PITA.
