PC Peripherals Loud Sound from the Fan

I removed the hsf and cleaned it properly. the fan blade has a thick layer of dust -which not possible to remove properly without breaking the blade-although I cleaned as much as possible. the heat sink has lot of dust which i cleaned by a brush.I plugged the hsf- the sound is still there.

Q: how much a new hsf will cost me ? Should I get a new hsf?

problem 2: RAM not working

my 2*512mb ram(dynet) is not working - I was getting ram error beep while booting. I removed the ram module and tried error n trial and here is the result:

1. one ram module is working only

2. dimm slot 1 & 2 is not working - while inserting the working ram module in these slots - mb is not detecting it and getting the ram error beep.
 
High temperature forcing CPU fan to full throttle enable AMD "cool n quite" from BIOS, for controlling fan RPM use speedfan software.

New AM2 original HSF would cost you near about 375~450.No idea of getting new HSF unless you hear loud noise at low RPM.Maintain proper cabby airflow same will auto reduce RPM, hence the noise.For testing remove side panel of cabby.

Through some light on ambient temperature and airflow system of cabby.You cant do anything with faulty memory modules/slots, confirm sticks in another system then through out/RMA.

Have you reapplied thermal compound while cleaning HSF ?If not do it now.

have not checked the cool n quit in bios;have not installed speedfan;cabby side panelled is opened so far- so no worry about proper airflow - i guess

mine proccy and socket is amd athlon 3000 venice and 939 ;does am2 and s939 hsf is the same ?

how to do it ? u mean measure the cabby temperature ? is there any tool or software available or that ?

gave the module to my wallmate and waiting for it.

I only removed the fan on top of the hsf removing screw and cleaned it with a brush- I have not removed the entire hsf from the process and dont know how to do it.
 
I checked the other two ram module in my friends pc and its working perfectly.It seems my ram simm is gone bad. now I have three options :

1.buy 1 gb ddr ram and sell the current 3*512mb

2.buy a new mobo and use the existing ram

3. sell the current mobo+proccy and get a new one

guys suggest
