Low end Sandy Bridge system?

Seeing as I am getting a home server, my friend also wants a secondary PC. He, however, wants to stick with Intel.

Q: What is your budget?

About 15k.

Q: Which hardware component are you looking to buy?

CPU - Core i3 2105 (one with HD 3000 GFx) if possible, Sandy Bridge Pentiums if not. Are the Pentium G620, G840 or G850 available here?

Motherboard - VGA + DVI for video. Gigabit Ethernet. Wake on LAN. Optional - regular PCI slots, SATA 6Gbps, USB 3.0

RAM - 2/4 GB

HDD - 1 TB or more

PSU - Efficient, low noise/heat producing and reliable, with clean power output. Should be able to handle a mid range GFx cards and extra HDDs later.

Q: Is this going to be your final configuration or you would be adding/upgrading a component in near future?

Will probably add these things later:

Graphics card

Extra HDDs

RAM (who doesn't?)

Q: Where will you buy this hardware?

Delhi. Please recommend a shop.

Q: What is your intended use for this PC/hardware?

Home Media Server

24/7 Download Box

Low end gaming - onboard will do for now, will add graphics card later

Watching movies once in a while.

Q: Do you have any brand preference or dislike? Please name them and the reason for your preference/dislike.

Preferring Intel in this case. Just because he's comfortable with it and I advised him to go Sandy Bridge, as it's a recently released platform. I personally would prefer a current low-end over yesterday's mid-range, which is why I'm recommending SB.

Q: What is your preferred monitor resolution for gaming and normal usage?

Should support 720p to 1080p.

Q: Are you looking to overclock?

No.

Q: Which operating system do you intend to use with this configuration?

Windows and Linux dual boot.

Performance at this price range? These Sandy Bridge processors, even the low enders, can take on mid range AMD processors. More so when it's about transcoding media upto mid-bitrate 1080p.

Also, he is concerned about power consumption and noise as will run it 24/7. I heard AMD stock fan makes more noise than Intel's. Perhaps the current crop of AMD still runs a bit hotter than the latest Sandy Bridge.

I felt that 15k should be able to get him a low end Sandy Bridge, which is why I recommended that to him. If there is a comparably performing AMD configuration that is also recent and will take upgrades later, please let me know.
 
The Pentium G620 is available for 3.5k

Go for a Sandybridge over AMD as it is a newer architecture & has lot of improvements.
 
You could look at the MSI MSI H67MA-E35 which is around 5k along with the G620 and a Corsair 400W PSU

all these components should be available @S.M.C. International, Nehru Place. I'm recommending the AMD Llano as it has a great onboard GPU and if your friend isn't into high-end games it should handle his requirements with ease. That motherboard Sire, has had a nasty propensity for bursting into flames [I mean the chokes / MOSFET's fail], that is why I'm not recommending OP a H67 based solution and H61 is a crippled solution in my views. I remember Hades Sire had a field day on TE related to the same can contact him for more details.

A dual core for a server would be a really huge step down... i know that your friend wants to build a homeserver for which a dual core should suffice but a quadcore would be much more better as he is building a server not a client desktop... And now its really on him to decide whether he wants to build a powerful rig or a less power consuming rig... AMD processors consume less power too when in idle mode... but yeah a 45nm old architecture AMD quadcore would consume more power at full load than a new architecture sandybridge quadcore processor which would cost him a fortune... Plus the motherboard that i've suggested is an AM3+ motherboard so in future if your friend would like to upgrade to an 8 core processor to make his home server more powerfull then he would be able to do so as AMD bulldozer processors would be compatible with AM3+ 7xx/8xx chipset motherboards... Plus i have suggested only 1TB HDD for now... he can add more HDDs later as he is on low budget...

There isn't because it didn't happen. Gave me a shock too for a second :P

Seems he was exaggerating because his MSI GPU had issues.

You get the G620 here for about ~3.2K. Not spotted the G8xx yet. However do note these do not have Intel's Quick Sync (for media transcoding) enabled.

@ALPHA17 - Your help is very much appreciated. But please do read/research/check prices before posting. Have seen quite a few posts of yours with wrong info.

^^ Roger that Sire, sorry for slander, will not repeat as for prices they fluctuate so wildly [as bad as the electricity in my locality] that I find it hard to verify with the latest prices always.
