That was always the condition, new/old members not fulfilling this condition can buy paid subscription (patron/enclave plus) to access market section for posting sale threads.

To all those smart kids trying this,
I have seen many people's HDFC, ICICI, Axis, SBI cards get cancelled with no warning whatsoever for repeated cancelling of EMI after purchase. All cashback/reward points lost.
One of my colleagues got the treatment on doing that for the first time.
