I am looking for a good free program that will allow me to cut and thus edit MP3 files on Windows 7 X64. I basically need to create ring tones without the annoying/boring bits of a song.

Searched the forums and saw a lot of threads but most of the softwares mentioned aren't compatible with Windows 7. For eg; Audacity.

^^Audacity works fine with Windows 7 X64? They have a beta version for it. Any one can confirm if it works fine without any issues on Windows 7 X64?

Using 1.2.6; no problems.

I have used Audacity few times with windows7 32bit. No problems.

I mostly use it in XP and Vista. Only problem with vista was that it was difficult for me to enable Wave Out mix. I could somehow enable it following instructions from another forum.

You should try Gold wave v5 and I am damn sure that you will not face any kind of problems while cutting mp3's...
