MTNL is the best for heavy usage. I have done 100GB+ in the past 20 days even with frequent disconnections.
Reliance 3g is awesome. It is the most cost effective when compared to the speed it gives. Also there are no roaming charges so if you decide to go out though i doubt you may get 3g everywhere ..edge speeds are equally good.
What all APNs have you tried? The one that works for me is 'gprsppsdel'. MTNL network first needs to log into the EDGE network and then into the 3G network so as to use it.
Also, did you register the SIM, and modem with the MTNL network? My modem first asked me to register with a network and only then did it connect.
