If this is the case, then I feel they should charge 10/20/30/40 fares and do the needed. Once something bad happens, who is going to take the blame? The state govt will wash its hands off clean and blame MM, and possibly try to politicize the issue. Ditto for the police - they will start the pointing game. MM need to have more xray scanners. Seen the scanners several times broken down. And frisking by hand metal detectors.
Ditto for escalators. If any escalator is broken down, especially the one for going up - then the one which is going down should be reversed. They also need to have signboards saying that people should stand to the left on the escalator as well, with the mad rush that is going on. All staircases should have mats or friction inducing things to ensure that people won't slip. For this reason, I avoid the stairs.
They should understand the crowd and keep the adjust the gates for in and out. In the mornings/evenings, Ghatkopar is chokablock with people trying to get enter/exit. Adjustable gates would help bring down the traffic.
Finally, I think we should have 6 coaches in peak hours. I don't mind standing for the length of the journey, but I prefer my space. If they dont increase the fares, this is needed. A really smelly chap was next to me, and had to move away.
Apart from these, I think I have seen much better behaviour from the metro travellers vs any other transport. Several times, have seen others offering their seats to women/children/elders.
