My Laptop runs excruciatingly slow

Sorry for late update. Actually my bottleneck was never the CPU. My issue was 100% disk usage.

I understand, and it's weird. Even for me once i increased my cpu state my disk usage reduced. But yes once you put an SSD things improve significantly

HDD is the problem in most of the slowness. All my laptops have SSD. Even if I get a used laptop with HDD (like the T480 I got), I immediately get a SSD and clone it. I found the Macrium Reflect free edition do a wonderful job. Cloning using it and swapping the new SSD works like a charm
