Actually,u can't SEE the flag.Itll be in the .torrent file in an encoded form.
But,u can tell if the torrent is private by the tracker.If the site needs u to register and login before d'loading a torrent,ur pretty much sure its a private tracker.

The statistics of ur torrent is maintained by ur client which thgen sends them to the tracker.The tracker keeps the maintains the records per torrent.So eack torrent's U/L is caliculated and added to ur overall U/L ratio.

If the tracker needs u to maintain a good overall ratio,ucan get away by not maintaining a good ratio in all downloads.But if the tracker needs individual ratios,u need to maintain the ratio for individual torrents.

when u download / upload from a private tracker the statistics is immediately reflected in the site..& yes it relies on Client generated details . . .
A BitTorrent tracker is a server which assists in the communication between peers using the BitTorrent protocol. It is also, in the absence of extensions to the original protocol, the only major critical point, as clients are required to communicate with the tracker to initiate downloads. (Clients that have already begun downloading also communicate with the tracker periodically to negotiate with newer peers and provide statistics, however, after the initial reception of peer data, peer communication can continue without a tracker.)
the above is from wiki...so u see, torrents can very well live without tracker,(if the peers have enables peer sharing).
But for the specific answer for your question , u asked if the statistics is generated / uploaded from the client...the answer is YES, for the tracker to allocate the peers to a client it would look into the downloaded % , & uploaded % of the torrents...(else imagine connecting to all 10% completed peers :P ),thats what i think,...anyone is free to comment. & this is the reason private trackers doesnt keep track of the log when u are on peer sharing,..;)
 
when u maintain a 1:1 for individual files...its' as good for a whole ...;)
else if u deleted some torrents...upload the other to higher ratios so that the global ratios' are maintained...:)
 
stopped using bitcomet long ago. although it does give very good speeds (used to get 28-29k) utorrent isnt doing badly either(27-28k) so for the sake of safety (dont want to get banned in some private trackers) ive changed to utorrent.

and added to that, it takes up no less than 4mb of ram, so can even play intensive games without bothering about framing.
