Laptops Need a laptop for upto 45k!

was just wondering...if it is possible for us to tell dell that we dont need windows installed on our system ???
i mean we could save like 3k bux on it...(i bought an acer laptop for mah bro.. and saved 3.7k bux by not opting for windows)
