these are links from those pages itself, but notice that the left hand menu loads on "every" page and hence they do not have a frame in their .html pages.

Yes i agree with you that they are not using frames. But if you observe carefully, you can see that only content on the right side changes. The whole page doesn't gets loaded.
 
^ the whole page gets loaded. i viewed the source and all of it is in divs. so the whole page gets loaded. just because its text it looks like theres no change in the left hand side.
 
You can use AJAX for the functionality you are looking for. It refreshes only the parts which you are to be refreshed/fetched.
 
Ok, so it is loading the whole page and not just the right side area.

One more thing i want to ask: How they are sliding that left side navigation area on click of a mouse???
