What is RMA
heard about the term a while back
need some info about second hand graphics card
powerful enough to run Crysis medium setting at 40 fps
budget around 4000 rupees

RMA in simple term is claiming a warranty for a product already purchased & under warranty period,

By the way you can get a new palit 9600 GTfor a budget of 4.5k, which should easily handle Crysis @ med settings up to 1680X1050 resolution with minor tweeks in game settings.
 
With 4k budget, you can buy a new ATI 4670 which will enable you to play at High setting with avg 30+ fps on a 20" monitor. My friend is using the same for his 20" with C2D E6300(1.8GHz) and 2GB 667MHz RAM and getting ~30 fps. So with more powerful CPU and faster RAM, you can expect a few more fps. :)
