CPU/Mobo Need new PC!

A friend of mine needs a new PC. His budget is around 35k-40k;
Processor=AMD/Intel Quad.
Ram=4GB DDR3
Motherboard=Whichever is best;
Graphics=GTX 260(or whatever is best)
PSU=A good one
Monitor=17" to 20" (cheap one)
Cabinet=CM 390
please advise soon.

The machine will be used for gaming ( old ones and new ones too - Mafia II !!) / multimedia HD movies / browsing and some office work.

RAM - Corsair 2GB 1333 MHz DDR3 RAM VS2GB1333D3 Rs. 2,500.00

CPU + MOBO - AMD Phenom II X3 720 Processor Rs. 6,500.00 Gigabyte GA-890GPA-UD3H Rs. 9,600.00

Cabinet - Cooler Master Elite 360 Mid-Tower Chassis Rs. 1,950.00

GPU - MSI R5770 Hawk ATI Radeon HD 5770 Rs. 9,350.00

I hope ppl will be able to suggest alternatives if necessary.

Save money on PSU & buy 2GB more

Get Phenom X2 555BE, better for gaming, and will you be Xfiring? If not consider this mobo : Gigabyte GA-785GMT-USB3 (has all new features)

^ the monitor will be a 22/24 Dell with max resolution of 1920X1080

No Xfiring So i am looking at the Mobo u suggested and it looks good enough.
