To get good speed u need to spend a bit more

U can buy Samsung Galaxy 5 @8k-9k or Galaxy 3 @11k-12k

dude if you are ok with used ones , try to get galaxy 5 at 6-6.5k

Though don't the exact price.

5230 in mumbai was selling for 6.9k sometime back.
If you are using bsnl 3g a 3.6mbps phone would suffice.
