I once installed it and tried... looked like crap to me, so uninstalled in half an hour. I too was fascinated with games where you just do sniping but the problem is that no such game exist.
The best sniping action that you can get, as far as I am concerned, is in Halo (the level where you around a hill to enter alien ship), COD4 (the level where you go to rescue that informer) and Far Cry (open jungle levels where you can go to a high point or in a tower and snipe the hell out of mercenaries.
Sniper Elite is one of the best Sniping game you'll ever come across. I played it on my PS2 and PC too. It provides all the fun stuff and real physics too for a Sniping game. In a Novice mode all u gotta do is lineup ur shot and take it then watch the bullet fly in slow mo just like in Max Payne 2's Sniper Rifle.
Shift the difficulty to a notch higher and u get to take factor like, heart Rate,Stance,Wind Speed,Windage,Gravity,Sound Masking,Bullet Speed(for a moving target) all the factors into account and then make that perfect shot. For me its a great game. :hap2:

Cold War - Dont know never played it. But i have read that its a good stealth game.
The Chronicles of Riddick: Escape from Butcher Bay - Awesome. One of the best movie adaptation games. Dont Miss
Kane & Lynch: Dead Men - Meh. OK game. Played it just to complete it. No one will shed a tear if u miss it.
Conflict: Denied Ops - No idea
Far Cry - Damn fun. But over the last year there have been better FPS's. You mind find this average now.
Tom Clancy's Rainbow Six: Vegas - Really Fun game. I enjoyed it
Tom Clancy's Rainbow Six: Vegas 2 - Same as above
Battlefield 2 - No unless u are going to play Multiplayer, which i doubt is still very popular
Thief: Deadly Shadows - Dont miss if u enjoy Hitman (Same Developers/Producers) and Splinter Cell. You may as well play the previous two, but the graphics may be outdated :S
Frontlines: Fuel of War - Generic Shooter. Nothing special.
Gears of War - Fun game. Dont Miss
Colin McRae: Dirt - OK i guess. Not a car racer fan
FlatOut 2 - Same as previous Flatouts
GTR 2 - FIA GT Racing Game - No idea
If you want to try racing you can also try these two game which i found better than the above three. Test Drive Unlimited and Grid
And DONT MISS the commandos series. I would suggest you to start off from Commandos 2 and proceed. But behind enemy lines and beyond the call of duty are also very good
