Coretemp and Realtemp are easily the most accurate. So you should trust these and your BIOS over CPUz and HW monitor. Voltage is NOT a problem.

Your problem is high CPU temperature and that could just be because of incorrect HSF installation. If it turns out that is not the case it could just be that you bought a chip that runs hot. Personally I wouldn't worry about it. If the system is stable it shouldn't matter what temp the CPU runs at.
