Have a list of what you want to do with your pc. For example whether you want to game at 1080p or 1440p. 4K is nearly impossible at this price. What kind of games you play like esports (csgo valorant fortnite etc) or modern AAA games.
I built my recent pc with the same budget and play 1440p pretty well
1)i3 12100F CPU
2)Asus h610 motherboard
3)8X2 16gb ddr4 3200mhz cl16 RAM
4)Basic 1tb cheap gen 3 nvme SSD (silicon power)
5)nzxt c550 power supply
6)Matx case Deepcool
7)AMD Radeon RX 6650xt Graphics card.
A 27 inch 1440p 144hz monitor would run you anywhere from 15-20k but please don't cheap out on this knowing it is your monitor that you will be interacting with the most.
This could be a good template for your build. Considering that my build is a year old you could upgrade the motherboard to a b660m motherboard or maybe get a bigger power supply and get the i5 12/13400F without breaking the bank.
You could also go used on the graphics card and get a Nvidia RTX 3070 or a AMD Radeon 6700xt both for about 25k if you search well enough.
There's a lot to learn and I hope you enjoy your build!
