CPU/Mobo New Mobo + Processor + Ram Suggestions for 15k

I have MSI RS482 939 socket + Amd Athlon 3000+ running for last 3 years. Now i want to replace it with new mobo and proccy with new ram. budget is 15k. Need best in that budget. Any suggestions pls. The budget is tight not go more than 15000. Also how much i can get if i sell my old products ?

Cpu :AthlonII X4 620 - 5.3k
Mobo :Gigabyte 785GMT-UD2H - 5.9k (The HD4200 is directx10.1 compatible and plays HD videos with eaze)
Ram :2GB Transcend DDR3 1333 -2.5k
Total - 14.7k

You will get 1-1.5k max if u sell it. If possible buy one more 2gb Transcend ddr3 ram because 4gb is staple and is essential.
