Right now this news stands only for the Indian market, but it might be true for all very soon. Although the ICS update for the S II has been around for quite some time now, this news might he helpful for quite some people.
If you want a ICS preinstalled S II, search for units imported in April 2012 or later. If you still get an older 2.3 device, you can still update it if you have wifi as the update is delivered OTA.
