Thats the Max Combined Wattage allowed on the 12v rail. Individually, you can load up 12v1 and 12v2 rails upto 20A (or 12V x 20A = 240W individually). But together, you can load up to a max of 348W (348 Watts/12 Volts = 29Amps)

As for calculating degC/W values thats quite easy, the formula is :
degC/W = (CPU Temp - Ambient Temp) / CPU TDP
As for the best values of 0.11degC/W, I referred overclockers.com where they have most of the heatsinks lined up according to ascending degC/W since that provides a uniform method of comparing heatsinks. Found most of the top guns like the Scythe Ninja around that mark.
