If you don't want to wait then,apparently Potplayer already has the feature enabled although I am not sure if it's offline.
Alternatively use something like this although ymmv -

really nice btw one can self host smaller models too locally, I remember audacity has also done this but for making the audio quality better [Audacity is an audio recording software]

There is also a plugin for DeepL. Not sure which one works better but best to test it on personal content.
