Just watched it.(was recommended on YT)
Seems about right for any government run institution (Indian and foreign).
bad people protect/like other bad people because they have dirt on each other.
A close family member suffered for many years, maybe even decades (transfers, enquires, suspension etc etc) because of something similar when they wouldn't play ball with shady stuff and spoke out about it.
