Other Old HP iPaq white patches on both sides

I have an old HP iPaq imported from USA (Windows mobile) but there are white patches forming on both sides. The problem seems to have occurred because of not using the device for some time.

Can I clean it with any solution? or should i give it to any mobile servicing shop?
