Budget 21-30k Old or new setup for utube hd streaming

Hi , I thank u all who gives a helping advice to the seekers.

Pls suggest I m kinda cash crunched, as old PC crashed n need to live stream Roblox gaming in hd on YouTube.

Preferred budget 20k, options as below

1. Should I buy Any good i7 laptop used from nehruplace for 20k .

2. Or should I buy Used desktop i7 4790, 4770 for 20k with a SSD n no HDD. Cz I already HV old HDD.

3. Or to go for A combination that u guys suggest with new ryzen2600 procy and a Samsung evo SSD. ( Can stretch my budget to 30k for this)

I already have old cabinet n screen , HDD, keyboard n mouse etc.

Need Ram, procy + Mobo + power supply.

Pls suggest if a good combo for my requirement from TE seconds sale. M in Delhi.

Ryzen 5 2600 which has no integrated GPU - Rs 15000
Add GPU - don't know what to recommend here, but lowest is probably around another 10k.

i7 laptop will consume less power then i7 desktop ? approx by what percentage...
