OSI Layer 3(Network Layer) Query

Is there any need of the network layer(osi layer 3) in broadcast networks?

i think so...as the network addresses are managed in this layer.

ya but layer 3 just does the ip addressing in order to send data to a particular device.But in broadcast networks,packet sent by one device is received by every other device on the N/W.So ip addressing doesnt matter rite?
Data link layer just sends destination mac as FFFF.FFFF.FFFF as its broadcast address and thats it.
Or is there anything more to it.

sending broadcast message at IP Address is that all the Host ID Bits are 1's...
but the network ID part has the same network id as all nodes....
so its not that the network id should be all 1's which is all F's...
