P2P Problem With Aircel

[Revolution]

I'm using Aircel GPRS.
Every thing is file except P2P or uTorrent.
Speed is lees than 1kBps at uTorrent where 15-20kBps with HTTP or direct download.
I have latest uTorrent client
The port is forward and signal is green but no torrent is downloading.
I have enable the encryption too.
I tried with my brother's PC but problem remain same.
What could be the problem ?

At PRS speed P2P is the only option left for me.

Better I will use Rim next time.....
