Is anyone else facing issues with pages taking a long time to load?

Yes. Last 18 hours or so.

Reload is also taking a long time. The html takes 4 seconds or so and the appbanner.css never seems to get here.

Part of the dev tools of Google Chrome. Hit F12 and select the network tab. Then reload the page.

What is causing the initial 4s delay? (Though I don't think that is new, has been that way for me for a while now).
